Enhancing LAPA Formulation Process through VRA and Adaptation Planners

About Project

The project aims to enhance the Local Adaptation Plan of Action (LAPA) formulation process by developing and training Adaptation Planners and conducting Vulnerability and Risk Assessments (VRA) across selected Palikas in Sudurpashchim Province. With technical oversight from ADPC and MoFE, the project supports local governments in strengthening climate adaptation planning, evidence-based decision-making, and climate-resilient development.

Key Responsibilities / Activities

  • Conduct an inception consultation meeting with CARE for South Asia’s Policy, Planning and Finance (PPF) Sector team, MoFE, MoFAGA, MoITFE, and municipal representatives to clarify activities, data needs, deliverables, and timelines.

  • Prepare and present the methodology, detailed work plan, and deliverables plan to the Country Project Team, MoFE, and MoFAGA.

  • Review LAPA Framework 2019, Step-by-Step Guideline (under endorsement), and CARE South Asia concepts for LAPA development; develop a draft framework for three training modules.

  • Develop training modules tailored for Adaptation Planners.

  • Select and deliver capacity-building trainings to Adaptation Planners in targeted Palikas.

  • Conduct Vulnerability and Risk Assessments (VRA) of selected Palikas using standardized tools and community-based approaches.
