About Project
To assess the achievements, efficiency, and effectiveness of the Disaster Emergency Committee (DEC) II Project at the end of its implementation period, focusing on emergency WASH support to vulnerable earthquake-affected communities in Nepal. The project aimed to evaluate outcomes against baseline and target values, identify key influencing factors, and generate lessons to inform future humanitarian programming.

To assess the overall achievements, efficiency, and effectiveness of the project in relation to expected outcomes and outputs.

To evaluate project progress against the log frame, baseline data, and planned targets, and to conduct a post-KAP survey in comparison with the baseline KAP survey.

To identify key internal and external factors—both successes and challenges—that influenced project achievements, and assess how CARE and partner agencies addressed these factors.

To assess how the project addressed protection concerns and reduced vulnerabilities among earthquake-affected communities.

To document key lessons learned, good practices, challenges, and provide recommendations for improving the design and formulation of future humanitarian projects.

To evaluate the program model and operational approach in terms of relevance, effectiveness, impact, and sustainability, including alignment with CARE’s Core Humanitarian Standards.
Implemented for CARE Nepal in Dhading and Gorkha districts from April 2017 to May 2017.
