For the SDGs, implementation at national and local levels will be crucial to shaping the success or failure of the development agenda. Therefore, Environmental Protection Committee (EPC), Legislature Parliament of Nepal initiated capacity building and stakeholders mapping in Provincial level with support of WWF Nepal and Youth Alliance for Environment (YAE) where the discussion was also made for the governance framework and mainstreaming of SDGs into planning process and its challenges and opportunities by organizing series of rollout workshop.
The stakeholders for SDGs implementation in Nepal were mapped out and governance framework for SDGs implementation was prepared through consultative approached by conducting rollout workshops in all provinces except province no. 5 through the participatory way. The workshops were carried out in Province 1- Dharan, Province 2- Janakpur, Province 3- Kathmandu, Province 4- Kaski, Province 6- Surkhet, and Province 7- Dhangadi. The locations were selected to include all the provincial and ecological zones of Nepal. Apart from local level workshop, a national level final roll out was carried out at Kathmandu. the workshops were carried out during March to May 2017.
Around more 500 participants representing Member of Legislature Parliament, Government organizations, district level Bureaucrats, civil society organization, federations, forums and associations, and academia had actively participated in the workshop and intense group exercise. The number of participants in the workshops ranged from 40 in Dharan to 85 in Kathmandu.
For easiness to collect the information and to conduct the rigorous discussion on all 17 SDGs the participants were divided into four thematic groups based the related goals viz. i. Energy and Environment, ii. Health Sanitation and Nutrition, iii. Infrastructures and Economic Development, and iv. Justice, Equality and Education based on their contributions made to one or more of the Sustainable Development Goals. On the provided checklist, the participants/ stakeholders were asked to indicate on which Goals and targets they have been working and who could be the possible stakeholders to implement the goals and targets in every thematic group. The workshop identified the stakeholders, sensitized them and developed governance framework for SDG implementation in Nepal.
